In a lot of areas in FL golf carts are street legal, and in fact there are whole lots full of them. I can't/won't say what the rules and regs are for licensing them to operate on streets, but often do see them on roads.
I got pulled over on my way home from work one day, and being "in blue" didn't help me out at all! The cop was polite, but firm. I got a fucken ticket. Mailman, schmailman!!
Per the article, it was a donation. Still seems unnecessary to me, though flamingos are technically native to Florida. A spoonbill would be more appropriate and equally weird...
As a LEO you should be holding each other to a higher standard, not offering courtesy cards. Driving golf carts is not safer because they typically don't have turn signals, some people believe they can drink and drive them, they don't qualify for insurance, and there are no safety standards in their construction, which is why they aren't road legal.
Some don't even have lights or ways to see them in the dark.
We stayed at a county campground for about four months last year. The 'weekend warriors' sped their little golf carts around like maniacs, often with their kids on board. Would have been great to have had some ticketing..
Milwaukee got rid of their requirement and now all the cops live in the 'burbs and police the blacks and browns in the inner city. I'm divided on residency requirements. On the one hand, you should know the people you are policing. On the other hand, some places are getting really expensive to live in.

That's whats annoying - this literally makes cops above the law because of 'courtesy'.
Also golf carts in streets are a menace - they are dangerous because the people who drive them don't follow traffic laws and they're too slow.
