The D.C. suburbs had an informal system worked out where people would wait on corners, cars would come along, and the drivers would announce what agency they were heading to. Anyone who worked near there could get a ride, and they got to use the carpool lane. The reverse happened at night in D.C.
It was such a great success that the city stepped in and formalized it and fucked everything up.
