They even did an article on him in Time back in 1967, because he paid for several hundred people to get dialysis treatment out of his own pocket, because it was 'experimental' back then.
We are long past the need for a rational system that eliminates the profit motive and addresses the 300,000 deaths a year in the US due to malpractice and iatrogenic illness.
While what you state may be his train of thought, the problem he missed was just how destructive the suggestion would be in practice.
