The parks and non-essential services stop working, people can't get the help they need, and eventually the conservatives have to cave when polls find their favorability in the teens. Then the government employees get all their back pay for an unscheduled vacation, private contractors get screwed, and the Democrats take over both houses of Congress in the next election.
