As someone pointed out, it shouldn't be hard to trace the hotel and gas charges. Also, my experience with hiring protocols makes me think that if they extend them much, the hiring will be illegal and the bucks can be clawed back. (Even legit feds who get overpaid have to pay it back).
I think the official party line is going to be, "We have no idea who that person is. He's masked and not displaying any identification. Whaddya gonna do?"
