I don't know about Georgia, but, in my state, the final authority to conduct the election rests in the Secretary of State, and that authority is mandated by the state constitution. A provision like the one in the Georgia law would have to be done here as a constitutional amendment.
Someone pointed out that the requirement to fully staff polling places from 9-5 (or whatever) actually works against voting, because some places don't need to be open the full 8 hours and/or don't have enough people to do so, so those places end up closed and consolidated elsewhere.
