I don't think it's about forcing people to self-deport: it's ethnic cleansing. They want all of the brown people out of the country, one way or another. Dying in detainment is a feature, not a bug.

The facts are that Capitalism demands a steady, growing population to exist without becoming the worst of Ponzi schemes. Even at a steady population, it cannot succeed. The US has a 1.62 child per woman ratio, far less than the 2.1 needed to maintain population. Without immigration, growth is impossible, and the growing need for workers increases. No "civilized" nation has the ability to provide for those immigration needs. Japan has a 1.23 rate, Sweden a 1.44 rate, for instance. Only Africa has nations that are producing more babies than deaths, but Africans die at an earlier age, so it's somewhat skewed. England has a 1.6 rate...
