You could be right. There were/are also embedded versions of Windows Server, too, so it's possible they were using something like that.

How ironic is it that Georgia boy Jimmy Carter has done elections monitoring work in other countries?
Very ironic, particularly since after our last election, we were downgraded as a democracy by the organization that keeps track of such things.
