Paul Ryan is a congressman but also Speaker of the House, which is more like a national position. I don't see any reason why you couldn't pester him. Not that it will make him do the right thing, but maybe he'll eventually crack under pressure.
Also, if Dem congressmen can adopt neighboring red districts when their reps won't show up for town halls, then Dem constituents should also be able to adopt those districts and help pressure their reps.

Nope. I live in California. My senators are Dianne Feinstein and Kamala (Give'em hell) Harris and my congressional rep is Jackie Spier.
