No. No, he didn't. Chamberlain knew what was coming and bought time for the UK to strengthen because it was obvious that not only would they roll over Poland but Western Europe would most likely would fall. The only thing England could do was to delay the war for a year to build as as many planes and ships as possible while bringing as many radar stations online as possible.

Everything I have seen from Republicans, now the Grand QAnon Party, over the last 40 years is that individual people serve no purpose except to vote and only then if they a white. The GQP represents old angry scared white men ( and a few women) only. They will never bargain in good faith on any issue with the Democrats in the House or Senate. Best leave them alone to worship the false idol they made of Trump.

Also, if you’re just going to overrule the Parliamentarian then why even HAVE a filibuster? You could put the Green New Deal and DC statehood into budget reconciliation. Yes, they might seem even more overtly out of place but once the judgement is purely political, the Senate majority will just do whatever it wants.
