Never forget that with Jan it's always about the money- always. She understands that in a state full of retired oldz we desperately need that Medicaid money to pay for their healthcare. The reason she sounds sane on the white Santa issue is because there's no angle to make a buck by being cra cra. Make no mistake though, if there was a way to profit on it Santa would indeed be brown and she'd have that fat illegal alien toy smuggler and his border crossing herd of flying livestock cooling their heels in a CCA private prison cell generating more of that sweet Federal immigration cash faster than you could shake a desert mistletoe.

In fact, for her being stupid is an asset because it keeps her mind from being cluttered with useless ideology. Besides, in the ongoing grift known as the GOP there is no scenario where the rubes win, but they've been so brainwashed that they remain blissfully unaware of the fact that there never has been nor will there ever be a payoff for them. If they ever did personally benefit from the grift, they might not be so damned angry all the time and they'd lose their usefulness to the GOP leadership.
