Reagan only had nothing to do with it only in the sense he was so senile at the time, he thought an actor in a movie was a real soldier and the fictional movie was "real"...
Somebody, I'll not speculate who, wanted the launch to take place to serve as a prop for Reag*n, to make him look good. He was after all the "Perception is reality" president.
Yeah, I'd be pretty willing to forgive a brain fart (just yesterday I completely forgot the name of Gregory Peck, and had to say "oh, you know, Atticus Finch") except that this looks like more than that. He had clearly planned to speak about it, and wasn't just rambling off the cuff.
