What happened to the dogs was unconscionable but, to be fair, the dogs were not contained in a "shed". It was a 9'x12' room (part of the house and under the same roof). A "shed" conjours an image of a windowless, non-insulated, corrugated tin enclosure that, even if air-conditioned, would be inappropriate to keep animals. As it is, over twenty animals should never have been imprisoned overnight in such a small room at the same time.
Here's my dilemma: if the state is doling out municipal grants and funding and audit-checked Arpaio like the good Fiscal Conservatives they try to be, then why isn't he out on his ass?Even Tea-Baggers consider that much a liability.
