Because professionals (doctors, lawyers, etc.) see disciplining their own as a collective failure and they hate to do it. Plus they’d have to admit that law schools ain’t as picky as they used to be about who they admit (looking at you, Harvard and Yale).
It's totally true what you say. This is also the mindset that leads to cover-ups and continued abuse, rather than just disciplining bad actors early on.

I've heard that you have to steal from a client to be disbarred. Essentially all other unethical behavior is tolerated by the Bar.
