Could you point out where any private debt would be canceled? Last time I checked government backed loans were just that, government backed. That means it's up to the appropriate executive branch agency to administer and collect any debt. Student loans are generally under the Dept of Ed, housing loans under the VA or HUD, business loans under SBA among others. All are under the perview of the Chief Executive. All agencies can forgive or modify debt at the order of that Chief Executive as long as existing laws are followed.

There were other funds. I don't think any of them had as much executive discretion as PPP. But, there were funds for the Healthcare system, expanded unemployment for those layed off due to covid. State assistance, airlines, etc.
