My idea has always been, every time a company is caught violating one labor regulation, bring in a task force of investigators from every regulatory agency to go through their operations looking for every other type of violation. The cost of the investigation itself is added onto their final penalty tab.
Make it clear that each and every time you break a law intended to keep workers and/or consumers safe, we are going to turn your sh*t inside out, find every other thing you're hiding, and tear you a new one for all of those things, too. Every single time.
I've worked with a number of different agencies that provided contract labor to corporations, and I've never seen or even heard rumors of such behavior from any of them. So I'm gonna say that any "agency" that is doing those things is some bottom-of-the-barrel scuzzy type of operation indeed.
And I'm gonna further say that any company that works with such an agency cannot avoid knowing what kind of people they are dealing with, and is thus equally scuzzy.
