I can only speak to how it's done in the two rural counties of which I'm familiar, but the county jail inmate trustees are the ones who wash cop cars from any law enforcement agency that wants it. Even members of the public could get their cars washed, and they'd put money on the books of the inmate. Much better solution than what this asshole judge sentenced her to.

The second is not actually corrupt or (premeditatively) violent, but they are very arrogant and entitled, and expect the public to just DO WHAT THEY SAY, goddammit, and everything will go just fine and why can't people realize that?
The third kind is a nightmare, and is relatively uncommon. But the second kind ends up hurting people also, because their attitude ends up making problems that didn't have to exist in the first place.
The first kind doesn't exist in sufficient numbers to be statistically meaningful.
The second exists in great profusion, and they're the larval stage of the third kind.

I spent over a decade working for a vertical integrator for public safety, and the horrors that I saw as a relatively privileged civilian ensure that I'd never see LEOs of any stripe in a positive light again. They're glorified slave patrols with immunity for their actions unless what they do is deeply egregious, and even then, we see how hard it is to convict them for bad acts.
At 9pm in mid Sept in the Williamsport area it's past dusk, so not the best liglhting conditions. PA DOT has definitions for acceptable window tinting (70% transmissability). How was the cop able to spot (allegedly) illegally tinted windows in the dark?
She undoubtedly bought the car with the windows the way they were at the time of the traffic stop but she was made responsible. Ain't safety enforcement great? It's just like noncompliance. You can whip it out like a throw-down saturday night special.
