Trump truly believes that immigration to the U.S. from "shithole countries" happens because the governments of those countries round up all the people said governments find troublesome and boot them out, "sending" them to the U.S. border. He's said this literally from day one of his candidacy--"they're not sending their best."
So, in Trump's idiotic worldview, withholding aid from those governments is punishing them for "sending" these people to the U.S. The concept that immigrants are legitimately suffering and are fleeing their countries is totally lost on him, just like so many other concepts (truth, morality, justice, equality, etc.) are.
