As it is, the Mexican and Central American media (and "thought leaders") are generally in agreement with the US right that Harris "blew it"... although for a different reason. Basically, she offered nothing but the same old, same old, US support for (US) corporate interests and more "security assistance" (i.e US made weapons and hardware), and nothing resembling what is being done ourselves, with Mexico's "Youth Building the Future" (providing stipends for aprenticeships, education, and internships) and "Seeds for Life" (direct cash assistance to rural communities and farmers to grow more food crops, plant trees to protect watersheds, etc.). Her "Don't come" remark was seen as a slap in the face, another example in a 200 year history of US arrogance and contempt.
Considering U.S. remittances are in the billions of $$ to El Salvador and other countries, we aren't going to invest enough to deter brown people coming in. I think her "Don't come" remark was fine. Life is not fair.
Uh, are you saying remittances (funds earned by individuals, and spent as they see fit) are the same as some governmental program... or that because people are forced to move to the US to earn a living, they can't use it to support their families? Do you prefer they move the whole family to the United States, or are you considering just annexing El Salvador, like some 1850s Filbustero?
After reading about Jason Motlagh's article about the Darien Gap, I think Biden and Harris are spot on with trying to address the causes rather than fantasize about Messican bogeymen though I liked SER's comment about their staring across the abyss and seeing the Mexican bogeyman "and their own empty souls staring back at them."
