So Mr. Well-Meaning Legislator innocently introduces a "clean" bill that innocently turns a certificate of stillbirth into a certificate of birth, and has no teensiest inkling that it might perchance offer an opportunity to redefine a fetus's life as beginning before birth? And this guy lives in Kansas?
