I actually think the systems we have in place currently don't do enough to handle poorly performing teachers. I taught for awhile and have known a lot of teaching professionals and I can say that in general most schools seem to have one or two bad teachers, and all the teaching staff often knows who they are (You often hear things like 'Oh man hope your kids don't get Ms. So and So for geometry') but there often seems to be little recourse to handle the problems.However the much bigger problem which affects our students and teachers far more is poor funding for schools, poor support for needed education programs, and poor pay for teachers. They're far more critical issues that could be addressed to improve education in general for everyone. We fix all that and start establishing better baselines and maybe we'll find a good way to weed out the few bad teachers that crop up here and there.

There’s a constant negative comment, ‘They’re going to take your benefits, they’re going to take your pay" just because we keep saying we're going to take their benefits and take their pay. I don't know how they could possibly be misinterpreting that!

Isn't that also too like telling some elderly lady who lives on a fixed income that since she fixed something the city demanded she fix LAST year and now THIS year they are demanding she do something else to her house she can't afford to do (as happened to an elderly lady I know) but since she's still paying back the loan she took out last year, she can't afford to do that other thing until the loan is paid off so she can borrow more - that she does not deserve to own a house because the poors are supposed to sell their house and move to a crap apartment and pay rent with the house-sale money until it runs out and then get homeless because who do they think they are - once they get old and refuse to get rich first?

We could do better but every profession has it's share of incompetents. Most public school system teachers are an enormous credit to their profession. They are required to pass recurring certification throughout their careers and often spend their own money on classroom supplies.

This is an area the Bush tax cuts have hurt horribly and blaming teachers, who are mostly women and often women of color, is typical Republican modus operandi. And don't get me started on NCLB - a grifting operation for GWB's brother Neil and other assorted family involved in publishing testing materials.
