This seems... unlikely, as this is the only bargaining chip that Hamas still has: Gaza has no means to offer any pushback to Israel's demands other than spasmodic and ineffectual resistance.
I don't know why the U.S. is playing along with it, though my guess is that Netanyahu has made support of his campaign a make-or-break for Israel's alliance with the U.S.
