There's a whole fuckton of stuff that doesn't belong in there, like the US position on the criteria for the appearance of the next Dalai Lama, a bunch of foreign policy stuff about Afganistan and eastern Europe, new rules about defining 3 year old race horses as a certain kind of property, etc.. It's more a slush fund of pet legislation than a stimulus bill.
Their complete lack of leadership while 319,763 Americans died didn't cost them anything at the ballot box. Republicans even came just a few seats short of reclaiming the House of Representatives.

Under normal circumstances I'd be OK with Federal government members being on the priority list. They're the people with the power to mobilise effective defenses against a pandemic - deliver financial support during lockdowns, close national borders, monitor national trends, mobilise the armed forces for logistic support etc. Under normal circumstances you need your Federal government on top of its game, not dying of the goddamn virus. It's important they get priority for vaccination.

The ingredients are very simple; "extracted" is doing a lot of work here for "common crap you find in nature." The RNA lipids are synthesised in the lab. All the other ingredients are potassium salts (you can get those from ocean water), sodium salts (you can get that in your kitchen), and sucrose (you get that from sugar beets or sugar cane).
There are far too many vaccine skeptics in the US. Showing prominent leaders getting the vaccine might reassure enough of them to make a difference in community outcomes.
