Our state ain’t perfect by a long shot - but election officials here certainly used the 2000 debacle to tighten up and get elections to a more standard and upgraded point. I honestly don't know but it seems like if that rule *did * exist, China would be aware of it and act accordingly. Otherwise, it would be amateur hour on their part.
