I just don't for a minute believe this good faith policy exercise is what Hairre Drumph is doing.
If I had to think what this exercise is about, it would be that a private citizen cannot be spied on unless matters of security.
But, but, but .... a political party and its cabinet? Spying on them would be Watergate egregious. I think this is an attempt to have their ugly conversations free of the worry of it ever reaching public ears. A concern, I'm sure, they acutely feel as the Jan Sixx inquiry heats up.

I think Orange Foolius has a problem. His "campaign" has accumulated ~100 M$ from the first of the year, and probably a bunch more to come. That money could make a dent in the upcoming loan payments he owes Deutsche Bank, at least enough to get a favorable refinance agreement, but it's not his, it belongs to the campaign.
So he has to figure out how to transfer that money to Trump Org, preferably in a very legal and cool way, at least legal enough so that the FEC and IRS don't land on him like a ton of bricks. He's got IRS problems as it is, looks like.
Any money he spends on an actual campaign is money he can't use to deal with his debt restructuring. He knows his chances of reelection are not good, but he's too egotistical to give up the crowds and adulation.
So, what does he do? I think his strategy is spend just enough on the campaign to make it seem legit and keep his ego fed, and funnel the rest to his pocket. If he loses the 2024 election, he'll just cry foul and do it all over again.
I think what we have here is an ongoing fund-raising campaign until the money runs out.
