Because the mask prevents you from exhaling virus into the environment but if you touch an infected surface, including possibly the exterior of your mask, then touch your eyes or nose then you can still get infected.
NYC ER doc says the mask is a good idea just to remind you not to touch your face. Most transmission is from being around a sick person, touching them or stuff they've touched, and then touching your face.
