it's conditional release pending trial, and judges are free to attach all sorts of conditions. There are limits on the judges power to attach those conditions, but I am not at all sure what those limits are. You'd have to ask a US lawyer.
It's unlikely that he must now stay away from the District of Columbia. Instead "saying away from the nation's capital" probably actually meant the Capitol Building. That's considered reasonable since it's where the alleged victim works and where the alleged attack occurred.
