It's my understanding that they mean is that there wasn't a significant number of illegal ballots counted, that there wasn't a significant number of legal ballots that weren't counted, and that the ballots that were counted matched the ballots that were cast. Russia's attack was mainly disinformation and wouldn't be covered by that.
