It's a fairly standard vesting-based-on-years-served. I believe the minimum service is five years. The pension part, like most pensions, only begins to be paid after the person turns 62? 65? Too lazy to look it up again.

It's a really good pension/OPEB plan, but it is not terribly far out of line with other public-employee plans. Really, the biggest thing is the immediate $174K salary.
