I've always believed that if the drooling imbeciles who make up the GOP's base knew that 80% of abortions are performed on minority women, they would suddenly have a change of heart regarding whether women should have the right to choose what's best for them.
If you were aiming to save money by tapping into a dirty river then I'd call that a failure.

The people who say "I'm not a racist" fail/refuse to see that racism allowed this to happen. I hope the Time article reaches some of these.
