While the government continues to borrow (well, issue new debt), it also continues to repay debt - all US Treasury bills, bonds and notes have a fixed maturity date on which the Treasury must pay out their face value. If you redeem a bond and issue a bond for the same amount, you've "continued to borrow", but your total debt has not changed. This is completely normal.

For the month of June, the Treasury had a surplus of well over $100 billion, in large part due to Fannie and Freddie repaying their bailouts to the tune of over $50 billion.

Your second paragraph is the short answer. The debt has not increased for 56 days (or whatever) because the Treasury ran a fucking surplus during that period.

This is the kind of thing where a reporter could insert one sentence of explanation that would actually help to educate the reader.

Also, she's lying about her conversation with Heli-Ben. For all my mixed feelings about him, I'm sure he knows that surplus === debt goes down.

This woman graduated from William and Mary Law School; passed the state Bar Examination and was certified by the Bar overseers as fit to practice law with all which that fiduciary relationship to clients involves.
