b) That was a LONG time ago. You can't really blame the kid for leaving the door open for an hour when you can't be bothered to get off your ass and shut it yourself.
b) When was the last time you heard a candidate even MENTION reopening federally-funded sanitariums to get the mentally ill out of our prisons? Last time I checked more than 50% of prisoners were mentally ill.

WV jails & prisons do this, too - the practice is known as a "dry cell." The rationale is that it prevents people from flushing drugs or other contraband. It's sometimes done facility-wide, such as after the annual Family Day. In other cases, it's done to individuals who are confined to their cells for disciplinary purposes. I've known it to last for as long as 3 days. It's under challenge, but this state really doesn't give one good goddamn about Constitutional rights.
