If I remember correctly, he was going to leave the inaugural podium and sign a law repealing "Obamacare." At least the government hasn't been shut down for the last 9 months.

BTW, I have not noticed a collapse of the Massachusetts healthcare system. I think that Massachusetts General, Brigham & Women's, Beth Israel Deaconess and others might be a notch or two above most red state hospitals.

It is confusing to me too, since he basically answered Hannity's question with a bit of vague nonsense that can be open to interpretation...not unlike everything else he said during his campaign.
