And generally a "line" officer would be one that served aboard a ship, or at least at a naval base, who would have duties as a senior or junior officer in a particular department aboard/ashore. Whereas a "staff officer" would be one who works at shore installations handling administrative duties. I've been to St Louis--exactly 10 years ago this week--and I don't remember seeing any Navy ships there (although I suppose they could've been hiding them). Sounds to me like exactly what you're saying, it's a hollow sinecure with no supervision.
