My understanding is that those apartments have been in the hands of the same family or person for many years. It is absolutely impossible to get an apartment if you don’t have a bunch of roommates (at least 4) or a huge salary. You cannot move to the city and work your first job as a 22 year old college grad any more.

I have. In eighth grade, the Church let the nuns wear civilian clothes, which basically made them look like flight attendants. Before that, they were simply stern faces surrounded by cloth. After this change, they came off as more always unhappy rather than always angry.

In my state, they put onerous legal barriers on third parties to get on the ballot the D's and R's aren't required to comply with. I think it's a sort of Keep-Out-The-Riff-Raff Law.
