In the US we vote separately for each office, down to obscure offices most people haven't heard of and could not identify any of the candidates for, and typically also for a bunch of propositions, where to increase local property tax by 0.1% to increase library funding, or to amend the state constitution in some confusing manner. It is because filling out the ballot is so time-consuming that the lines move so slowly.
Our local amendments are worded that way, and are often in the double negatives. You can tell they were written by Republican lawyers.
