It's easy to imagine the cops putting up a human wall, and ordering everyone that they can attend to him after he's 'in control'. Of course trying to move into a position where you can breathe looks a lot like 'resisting', particularly when you're hogtied in a stress position.

They had them in Tennessee when I lived there in the late 70's also, too.
