Yes and no. Teflon coated bullets, despite what the media said in 1982, are not armor piercing. The teflon coating was to protect a steel barrel from steel or hard brass bullets, again, trying to get away from lead which deformed after penetrating car doors and windshields and became less effective stopping the threat behind it. It wasn't the teflon coating but the harder bullet was more likely to penetrate soft body armor.

Not much has changed in the last 35 years.
