Anyone who thinks you need to examine “the server” physically to determine if it was hacked doesn’t know a thing about how networks are set up. They probably imagine it’s like a filing cabinet that you open up and look at all the files.

The actual physical server doesn’t matter.What matters is the data contained on it and that was handed over to the FBI ages ago.

It could be both, but I tend to lean toward the latter. They don’t actually have to believe this horseshit. They just have to be willing to play pretend because it makes Biff happy.
