Any tent-pole staying erect for more than four hours is a well-known health hazard, and four hours is how long it takes someone without insurance to get medical treatment, thus the police are justified in making up this rule.
Note added in explanation: It is a little-remembered fact that in Olde (pre-Giuliani) New Yorke, the NYPD had to justify the rules that they made up.
