The Republicans need to make it seem like an ACA replacement is being actively worked on and nearing completion in an attempt to sway the SCOTUS in Burwell. They will never show the plan and are in fact nowhere near an actual plan but the charade continues. The ACA is fairly close to an actual Republican plan, so there is not much wiggle room for them.
