Given Trump being Trump, Modley didn't have any good choices. If he didn't do anything, Trump very well might have fired him since Crozier made him look bad. And Modley must have known firing Crozier would cause a backlash.

So he didn't have a good option, but being a Trump appointee he still was able to find a third even worse option. It's impressive how they all can make a bad situation worse.

I'm pretty sure a virus spreading through the sailors on board a nuclear power plant, much less a modern warship would dramatically decrease it's readiness to respond to a crisis. Like fer instance, young Kim gets himself infected, ends up in the ICU, one of his generals decides to go all general Jack D. Ripper .
