Now that I think about it I seem to have a dim memory of this coming up recently. I think our lege is so busy figuring out ways to dismantle the public university system as a whole that they haven't really grabbed onto this all the way.
You'd think that, by now, Planned Parenthood could finance their entire operation with the proceeds from libel suits against wingnuts.
It's something to do with freedom, but it only applies to things they approve of.
