Californians have their own very valid drought-related reasons for not washing their cars. Those of us living in well-hydrated but more refrigerated sections of the country (aka The CryoBelt), on the other hand, don't wash our cars because it will cause the door locks to freeze up.

In my experience tan or light brown works better. The real champ though is brown metal primer.

According to Steven Johnson (of <i>How We Got To Now</i> fame), the advent of chlorine bleach made safe municipal drinking water possible. It is one of the most potent antibacterials out there. Meaning that it only takes a tiny bit to do the job. It won't do anything to eliminate toxic industrial pollutants though.

A lot of agencies prefer to use sodium hypochlorite rather than dealing with storing chlorine, because of the whole "lethal gas" thing.
