No, Bannon is still in hot water. The same things he was charged with Federally, can be charged at the State level. I don't know why Trump even bothered with the pardon.

Trump pardoning Trump lacky who was being prosecuted by Trump justice department for defrauding Trump fans who were trying to pay for Trump's Wall does seem like a really on-point note to exit on.

Some on Law Twitter suggest that Trumpy MAY have pardoned himself, on the DL, and he's got the bit of paper in his pocket, ready to whip out if a federal investigation ever starts. It would be against the law not to leave a copy of said self-pardon for the incoming administration to find, but that wouldn't invalidate the pardon (if self-pardons are valid at all).

The only way Trump could have acted with less class is by standing in the doorway and handing out My Pillows to departing staff. Don't get me wrong, it would have fit the tone of this administration perfectly, but still, I can't think of anything more ridiculous. I mean, Kellyanne's gone so...

He was Trump's attorney when Trump was trying to get a casino license in Connecticut. His specialty is real estate.

I assume he will come in handy the next time Palm Beach sues Trump/Mar-a-Lago.
