Even if the Afghan refugees did not in fact aid the US during the war, the fact that they left and are now being returned is probably enough for them to be discriminated against, at the least, or tortured or imprisoned at worst. The Taliban aren't exactly well-known for due process.

I checked, it was placed there 17 years after the statue was erected.
