When you speak to America you don’t have to repeat yourself for the slow. I don’t think he’s aware he often seems to be talking down. People will tolerate this from a politician when they think he’s their moral or intellectual superior, but they push back when they don’t, as in the polls.
Noonan complained that Obama "talked down" to people, but since he managed to get re-elected, she's decided they tolerated it because he was smart. Of course no sober person thinks Joe Biden "talks down" to people, but Noonan doesn't think Biden is smart, so his bad poll numbers must be because he acts intellectually superior, and not due to inflation.
Noonan thinks of herself as intellectually and morally superior to just about everyone, which qualifies her to speak for the rubes and simpletons she so clearly disdains.
