Overseas military personnel have an "excuse." It's just the folks who want to vote by mail for "no good reason," such as trying to avoid covid or needing to work on election day.

As long as they allow "provisional" voting that they can then ignore far too many people assume that things are OK. In this forum I've seen people observe that they cast a provisional vote, and they were sure that whatever the problem was it would be worked out and their vote would be counted. It doesn't work like that unfortunately. Provisional ballots are almost *never* counted, even if they were cast provisionally because the machines in the precinct were broken.
