The Defensive Secretary (love it, Dok!) wants testosterone, he wants bombs and missiles, he wants manly white men who don't have facial hair but he doesn't want to do the work. The work of planning, training, repairing/maintaining and going to war with the army he's got. He needs scapegoats.
What I like about the Dems' questions are that they assign blame to him. They're using his words against him. This makes it harder for him to blame anyone but himself.
My brief career in DoD was working with the electronic medical records system. I'm sure they can wring a few million out of there. If they haven't already. After all, healthcare is inherently woke and, besides, surely the modern high-t warfighter can just wrench that piece of shrapnel out of their own flesh.
