Highly structured? Hierarchical, for sure. Not that it enabled them to implement a coherent response to the scandal, though.

What the hell does that quote even mean? You are going to admit a priest did it and then say "Father Ralph, you owe little Nicky $1,000,000,000"? or it sounds more probable it would be "Little Nicky, you owe Father Ralph and the Catholic Church $1,000,000,000" Your existence made him do it.
